I believe it's oil and paint. What's interesting to me is it kind of looks like a little of everything, it could be the stars, it could be an oil slick on the ground, it could be the inside of our bodies. It's very psychadelic. I recently became familiar with the works of William Hogarth, who is famous for proto-storyboard morality paintings criticizing aspects of 18th society (animal abuse, sexual impropriety, alcoholism).
My favorite would be his series named Marriage a La Mode, critical of political marriages amongst the nobility and infidelity. There's so many tiny clues and references in each painting that hint toward what the next painting will revolve around, some which may be obscure to modern viewers (for example: those black dots on people's faces? those are patches 18th century people would use to cover up syphilis sores)
