I'd like it to be the latter, but the association of just being Black and being "Black" rears its ugly head with all what's going on.

Actually, no it wouldn't. The federal Civil Rights Act already outlaws it. Of course they only prosecute when it's the right kind of people.
Obviously it wouldn't survive a Supreme Court challenge, but that could take years. A lower court could put a hold on it until then but there are no guarantees. It still has several hurdles to pass, including a public referendum, but I'm completely mindfucked it even made it this far. Intersectionalty really is brain AIDS.

This is a guy who was handed a list of things that BLM want defunded, and said that defunding the police and preventing them from using rubber bullets was not on the table, as they are essential for keeping order, but at the same time was open for doing away/changing the bail bond system, which disproportionately affects the poor (and primarily blacks) in Detroit.

IDK what else to call him. Old school democrat? Whatever he is, he seems removed from the screeching democrat politicians who seem to plague the airwaves now. Look at how he is now dealing with the automotive insurance premiums, which are the highest in the US, requiring PIP insurance to be unlimited, and has been the case for 40 years. He did a one hour presentation and encouraged people to get a copy of the bill he's passing so they can follow along and understand exactly what he was passing into law. Who does that? Which politician encourages their citizens to understand exactly what is being passed into law?

The thing that stuck out to me was him saying that it "up to them (his citizens) to change their insurance once legislation came into effect". Government will put in the law to allow you access to get a lower rates and make sure those agencies provide rates, but it's up to you, the citizen, to go around, call people and agencies up and get them to give you a better quote. It's up to YOU to take some form of personal responsibility and find a better rate for yourself once the government provides the means to allow you to do so. If you are a lazy fuck, then you are stuck with that ridiculous rate. That is something that I find completely incompatible with the modern Democrat/Leftwing politician, where personal responsibility is not something they factor in because the government will do everything for you.

Since it's legal to discriminate there, it should be legal for the other 49 states to annex California.

I find it funny that there are Asian politicians pushing for 209 to be repealed and they were pushing for gun control before the pandemic happened.

Big Tech is keeping the state alive, California was the first state to tax online sales ffs. When Big Tech pisses off to maybe Texas, then maybe California could flip red and Texas purple.

Not only that, one of the activists' demands is defunding or eliminating Project Green Light (PGL). From what I understand, the cameras might be linked to facial recognition which is its own contentious issue. To his credit, Duggan has stated eliminating PGL is off the table because of how helpful and effective it's been. Some people that live in Detroit or the surrounding area also appreciate knowing that if they find themselves in an emergency situation, they can go to a business participating in PGL if they can and get police or other assistance there.

It's up to YOU to take some form of personal responsibility and find a better rate for yourself once the government provides the means to allow you to do so.
Even for those wanting to keep unlimited coverage and the status quo with their other auto insurance coverage, they still have to make the conscious decision to do so upon renewing their policy after 1-July. That also gives them the chance to compare options, prices, and shop around. Anyone not doing that has nobody to blame but themselves.

Relating to the OP, the timing of this proposal is scary. In light of recent events both inside and outside California, the proposal comes across more as a "Screw Whitey" move than something intended to be helpful in any sort of meaningful way. As someone else already posted, the proposal would do nothing to address the underlying issues with the K-12 education needed for a solid foundation for adulthood -- especially for inner-city students that are already behind the eight ball in terms of being impoverished or coming from homes where education was never a priority for the adults in their household. While there's no silver bullet solution for those issues, feel-good legislation is not the answer here.

That's the worst part about this, that liberals and the MSM only focus on and glamorize the thug life. It alienates blacks who immigrated from the Caribbean, Latin America and Africa because they actively avoid being defined by the media's characterization of blacks as helpless and child-like who need the white man's beneficence.

From what I am seeing here, It hurt whitey the most. Look at that drop for the blue line. This might actually help whitey unintentionally lol.
Here's a condensed summary of the statewide enrollment rate changes from 1990 to 2013 as shown in the graph @LaxerBRO posted:
  • Chicanos/Latino enrollment increased from 14.3% to 26.6% (86% increase).
  • Asian-American enrollment increased from 22.3% to 27.8% (25% increase).
  • Black enrollment decreased from 4.7% to 4.3% (9% drop).
  • White enrollment decreased from 49.2% to 27.9% (43% drop).
  • Other* enrollment increased from 9.5% to 13.4% (41% increase). * I'm using this to reflect students not in any of the above categories so the percentages total out to 100%.
Black enrollment has been pretty flat with or without affirmative action based on those numbers having the least amount of change in terms of absolute value. However, the rate of changes since Proposition 209 came into effect seems to suggest that restoring affirmative action would hurt Chicano/Latino and Asian-American students the most. Whether White students would benefit remains to be seen given how public education has become an indoctrination against Whites -- especially White Males.

I'd also be curious to know if the "Other" students are foreign nationals, multiracial, or somehow had unknown race data when these numbers were collected. How that group would be impacted by a return to affirmative action policies is anybody's guess without knowing more about them.

TL;DR - Restoring affirmative action would seemingly hurt Chicanos/Latinos and Asian Americans, possibly help Whites, and do little to help Blacks while having an unknown impact on anyone identified as none of those.

I think you might be confused. The current law disallows affirmative action in CA government institutions, and has for over 20 years. The new amendment would allow it.

There was a ruling (I think at the supreme court) that said affirmative action was OK as long as it curbed over/under representation. Looking through the article, however, I didn't see anything saying that this reversal would be about corrective representation or if it could just be a blanket "fuck whitey" case,
With how horrible and poverty stricken California is, the last thing they need is unqualified people in positions of power simply because of their race.

None of this is true. There is no system preventing these things from happening, either Asians are not interested in these positions (most likely the case for teachers, firefighters, police officers, etc as Asians can get better paying/safer jobs more readily) or there are better qualified people most of the time.
