Considering that the dozens of race riots and daily anarchist bombings in the 70s didn't lead to a war it seems unlikely.

A hypothetical 2nd American Civil war is definitely interesting to ponder about, what the factions would be, how ethnic groups would break down, who would "win" etc. but i'm getting off-topic.
