Staff positions are not delegated based on time spent on the forum. They're based on what responsibility a person wants to have and what they're capable of doing. Saney and HSMOF are passive moderators that do cleanup as they see it. Melchett moderates basically only chat and rarely even uses the forum. The next step up involves moderating users directly and that's not something any of those people want to get involved in.
