I rarely Tweet, but I believe if you do tag someone in a Tweet who has blocked you a pop-up will tell you something to the tune of "This person has blocked you from sending messages to them." So I think Cole is merely ignoring Chris. I could be wrong.

He's ignoring him, but he is having a good time with weens attacking Chris over twitter. I think it's so amusing how Chris' brain is 100 percent severed from any social cognition whatsoever. Any normal person would be embarrassed or would have enough pride to stop throwing themselves at someone who rejected them time and time again. Not Pristine Christine. In fact, after both Cole and Barb are long dead, Chris will probably try to conduct seances over twitter, which would serve to solicit money from Cole.

Probably muted.
It means you never get notified of the other person's tweets if they mention you, but your feed still looks normal to them, so they can't tell if you muted or just being ignored.
It's good for weirdos who would make a bunch of alts to get around the ban and keep trying to contact you (like Chris).
