Turns out Patreon does in fact issue 1099s if someone makes $20,000 or more in a year. If a person makes $600 or more Patreon requires a W6 from the content creator. They also state taxes are the responsibility of the persons using their service.

So... yeah... Chris would do none of this.

eBay sends a 1099-K if you exceed thresholds ($20K in 200 transactions if it hasn't changed). Chris wouldn't have seen a W-2 since Wendy's.
