I just figured this out ... that’s his stupid high school/college graduation gown (you can also see the cap and tassel). I thought it was a horse blanket. Brood Mare Barb is crying because “she’s so proud”, rather than in shame for foaling Fail Filly.

I'm not well versed in Chris lore but what's his small obsession with high school? He still wears his high school ring and claims it has powers. He graduated almost 20 years ago.

This covers all of it, but basically he yearns for the time when he was “happy and had friends”, he also had a moderate meltdown at graduation that he wants to wish into the cornfield because Bob got mad about it. He then wore the same robe to his PVCC graduation. This is basically the “proud parents and graduate photo” he never got.
