Currently, the highlight system only indexes threads when they are bumped to the top of the forum. There are some very old, very long threads that are either locked or haven't been updated in years, and as a result have no highlights.

I imagine it would be trivial to add highlights to every thread through a one-off background job or script. This would greatly improve the experience of browsing the site's back catalog.
