I imagine that Phil assaulted him and ate the pizza he was carrying shortly after the picture was taken.
I'm sure he's not stoked about being dragged into this bullshit by Phil, but I guess that's the downside to having a client that wants you to scribble on them and pays you to do it.
This was posted by the same Phil that argues you should never take a picture of someone without their consent, or post it online without their consent. I'm glad to see that eight years later, he's still not practicing what he preaches.

I think I've said it before, but for someone who freaks out when their trolls photograph them, and for someone who has "get consent" literally tattooed on their body, they sure don't bother to ask before taking photos of manspreaders, bikes that aren't theirs, etc.

Back in the day, he would post photos of Corrie and Dusty online, then pitch a fit when they asked him to get rid of them. I know they're not happy about their pics with Phil appearing on various wikis, but neither is naive enough to think asking nicely will get them removed.
Is he aware Phil has hepatitis and HIV? I know we're not about social justice, but surely the safety of this man and his other clients takes precedence?
Any tattoo artist worth their salt should have measures in place that would prevent cross contamination in the first place, even if their clients had super ebola.
Knowing the kind of businesses Phil has frequented in the past, I'm not sure we can assume that is the case.
And if the guy is unlicensed, all bets are off, as there's no oversight agency that would be monitoring it.

Where do you think he trained as a tattoo artist? Does he have a license?
Does he live under a bridge too?
I find it odd that Phil took this sort of picture (with the subject obviously unaware). If he and this guy had a normal relationship (business or personal) then I don't see why he couldn't just ask permission to take his photo. I suspect that this person may be aware of Phil's reputation and doesn't want to be associated with him (and who can blame him for that?).
I looked at Tattoo 13 website and some of their work is actually very nice. Perhaps Phil's tattoos are shitty because they're using his tracings.

That's what I figured - the artist has a higher skill level, but has to work from drawings by Phil. I'd imagine Phil drops the giant backpack on the floor of the tattoo parlor with an audible "thud," awkwardly fishes through bondage gear and bike books, awkwardly retrieves the binder of tattoo ideas, and then awkwardly tells the tattoo artist which of the QUALITY DRAWINGS will be made into a tattoo that day.
