Posting a picture of a girl (even if she does look like Smug's photos so far) isn't proof or confirmation that she was a catfish on Google Plus. If you're going to try and convince us of that, you'll have to be at least as autistic as the Duwang Gang with their fabricated evidence.

I think she's back, though attempting to slightly stay under the radar this time. The account was made in 2012 but she has been known to buy accounts in the past so I don't see that to be very suspicious. I think someone else may already be on to her, as her (possibly) current Twitter page had already been archived.

Things that make me think it may be her (aside from the screen name, very subtle):
Her postings in the discord chat on Elf server indicate that she has wanted to go back to Twitter. The other users told her no, but when has she ever listened to anyone. Her saying she did go back would put a target on her and cause people to expect her to reappear and search for her new account. I am guessing that she rejoined anyways but did not post about it there. The more I go through this, the more I become convinced it is her. I cannot say whether or not her current persona Amelia fits with her previous archetype of smug, angry, arrogant anime girl. Amelia does have a slight similar appearance to Tanya, who she used previously on KF. Her posts are consistent with her past behavior patterns. The more I go back through this, the more convinced I am that it can only be her.
Here is my theory: She started the gimmick account, got a slight taste of that sweet clout, and bought an old account to post about herself again. Scrolling through the _haruko_ account, it looks that she is slowly going from posting about v-tuber content back to what she was doing before. As soon as one of her hot-takes goes viral, I expect our Pixyteri-esque "Half-Japanese" waifu will be back in full swing. Smug, I know you lurk here, for the love of god get offline and get help. Your reliance on internet points for attention is unhealthy.

Also worth noting: account created in 2012, but only became active in the latter half of 2020. One single tweet before August of 2020. Whether this is Smug or not, they had the account already in January 2020, but opted not to use it for 7 months, until August, and have tweeted over 22 thousand times since then. Interesting, but I'm not convinced it's her. The way that person speaks has some vague similarities to Smug but it isn't an exact match. Most people in that type of online circle tend to speak like that anyway.
On top of that, in the Elf server at least she has only mentioned Amelia 3 times and they were all in October of last year.
As for the "rejoining Twitter" comment, It was made during the conversation about this thread a few weeks ago, and the "them" in question is us. (The second screenshot was when she was told to put the question in the announcement channel.)
If she's back on twitter, she hasn't said anything about it which is unusual given how much she craves attention, but then again she knows there's a "spy" in the server and is wary of posting anything.
Most of what she's been doing from what I've seen is posting Kamen Rider gifs, talking about Kamen Rider (I'm pretty sure she's the only person in the entire server of around 400 people that gives a shit about Kamen Rider) and giving her usual braindead takes in the politics/news channels the same as she did on twitter. She also hasn't posted anything about making music, when she absolutely would have if it was something she was developing an interest in. The screenshot above was in the channel for art drawn by members of the server, which she has been posting her own in semi-regularly and was asking about commission prices in reference to trying to open her own commissions.
I also have this screenshot I took a while ago confirming that her name is Elizabeth. (Her username is different because she seems to change it almost every day, but they always have the same format of a fictional name with 1-2 emojis before and after it.)
I have a few other screenshots saved, but none are all that interesting, just her posting a screenshot of her buying a $150 Kamen Rider toy
and her acting like a whore (totally as a joke though, guys) for male attention and getting disgusted reactions.
Also, confirmation she is at least still on speaking terms with IMC.

The grammar is also different. Smug’s tweets have something at the end of the sentence; period, question mark etc. The Amelia person does not do that.

I've got a couple of comments after reading all that.
Who does she think is even going to commission her in the first place? Especially since most people hate her and probably think her art sucks at this point. What's she gonna do, make another Twitter purely to advertise that she's selling commissions?
IMC continues to show how much he managed to influence Smug.
It doesn't look like she's selling them in any serious professional capacity from what I've seen. I've only seen her advertise herself once back last October.
She also stated at the time that she's not using any social media for a portfolio.
She thinks that $150 is too much for a commission no matter how good the quality is, so even if she took commissions as a serious job, she'd only be making pennies by the hour for them.
On top of that, she's willing to trade commissions for anime toys, surprising no one. She got incredibly defensive when another artist made an inquiry.
Somehow it feels very strange to know that she somehow has the slightest amount of principle not to charge $150 for her shitty art.
But she's also so retarded that she takes weeb merch as payment, so that kind of balances things out.

Yes, I understood that much, which makes it strange, given her past grifting, that she actually has enough integrity about her not to charge $150 or more for her own art on account of that principle belief. Because we all know how prone she is to double standards.

It has nothing to do with "integrity," she just doesn't know what art is worth. Remember in the V-tuber saga when she threw an absolute tantrum over people charging as little as $300-$500 for a fully rigged hand-drawn custom avatar?
It's no surprise she doesn't know the value of a dollar when her parents pay for everything for her. When you don't have to budget for rent or food or bills or insurance, it's easy to think $600 for a hunk of plastic that will sit around collecting dust on a shelf is reasonable.
In a highly twisted sense, I'm sure she sees it as a matter of "integrity" on her part, at least as far as the one specific thing like art is according to her. Incredibly loose integrity where the logic completely goes out the window when someone is willing to part with a toy valued well over $600 for her.
I'm sure all that time spent on social media seeing special snowflakes sneeding about "being paid appropriately" for their art while disproportionately price gouging their commission rates (and harassing others to do the same) might've given her permanent brain damage when it comes to the nuance of proper rates. Aside from the whole "she doesn't know the value of a dollar" thing on top of it.
I was just about to comment about the V-tuber art. I wonder how much she had to shill out for all the art she had made for her Vtubersona, along with the rigging, and to have that all go to waste once people found out it was her. Part of me thinks her reasoning is being salty over spending all that money for a gig that lasted only a month. $150 is too much for art but reasonable enough for plastic light-up toys.
Like you and Gravemind said though, it's probably due to being a rich kid who's never had to pay for bills. (I recall that she boasted about getting Daddy's money once he died, and "casually mentioned" that she had a housekeeper cleaning her apartment.)
