So does the Tatt shop know about Phil's mental state? -

So Phil just released documents showing him having D.I.D.

Doesn't seem like a tatt shop would want to do anything permanent to someone like that.

What if Philbert, the 46 year old loan officer wakes up with a tramp stamp because Phyllis the 19 year old aspiring sex worker decided to get figging instructions just above her ass dimple while Philbert was asleep?

They didn't show him having DID. They showed him claiming that. The ALJ didn't actually find he specifically had that, but instead, found he had depression and a personality disorder.

If Phil does decide to go Slippin' Jimmy at some point and finds the right scumbag lawyer, though, he could probably argue that the tattoo parlor took advantage of a poor, mentally disabled tranny and did this horrible shit to him, with his obscene, disgusting tattoos, and pictures of them infected and obviously botched all over his body, and sue over it.

That'd be funny.

but shouldn't the tatt shop be made aware that the client believes/claims that he has it?

A tattoo artist is a tattoo artist, not a medical professional. They can refuse someone if they don't seem to be fit to be tattooed at the time of their appointment (drunk/high/whatever) but in general I doubt any would care about the long-term medical history of a customer.

And that's if you've got a good artist. I don't know anything about where Phil's been going but they could be anything from a well-known studio to a scratcher working out their apartment.

There's a few articles on BMEzine about nightmare clients who make Phil look completely normal. Especially since he's getting his tattoos in city studios, they probably just think he's that weird smelly guy who comes in spouting nonsense about Mao and wanting bad Spanish tattooed.

The artist doesn't have to be a medical professional it's the client is DECLARING they have D.I.D.
Problem is, it's not long-term medical history. It's current. That's in the doc he cited...today. while he's (one of his personalities) is designing a new tat

That's why I hope Phil made them aware of that.

I mean really, it's cruel for Phil to put Philamena, and Philson and Phi Phi la Rogue through all that

yeah, that's not a good thing. Doing relatively permanent procedures to people who are mentally compromised is a bad all around deal.
Legally they are probably OK b/c thy operated in good faith.
but shouldn't Phil disclose that to them being he is aware of the issue?

I'm sure there are a small handful of artists that sit down in fez hats at the end of the night discussing ethical issues in tattoo culture, but really nobody gives a shit.

Also if it's a legit enough studio will make you fill out a release form (http://news.bme.com/wp-content/uploads/2008/09/tattoorelease.html random sample one found on Google) that you are honest about being sober/not having heart or blood disorders, etc. Obviously people lie, and that's entirely on them at that point. The studio isn't responsible for their regrets.

Holy shit that sucks. They don't give a shit? that's seriously fucked up right there to not give a shit about your work

Yeah, that's for their liability (now it does create a can of worms though if you know someone is lying on their release. Then you ain't working in good faith anymore you can't contract yourself out of recklessness)
but what about Phil? don't you think Phil should tell 'em about it. After all, Phil's getting more than one person tatted there

Think about poor little Philo the refugee. He's only 11 and trapped in a potato body with mythical maps and shit on it. The only good thing about it is he's black so at least it's lower contrast on him

Let me get this straight: are you declaring sympathy for Phil's made-up personas?
