Since it was only physical qualities being purchased, the slave pool had to be big strong morons who were considered too dumb to be useful to the tribes, captive enemies, local troublemakers, etc. People who at best they could do without, and at worst, people they needed to get rid of.

I was reading about some American Indian nations who had their equivalent of the death penalty. If you did some certain things you would be executed for it. And these same groups, if there was a horrible crime deserving of the death penalty, but they couldn't figure out who did it, they would choose the most useless person or the person everyone hated for being an ass, and use this as an excuse to get rid of them. This wasn't a terribly uncommon practice in other places in the past for other cultures as well. It's a proven way to mollify the locals and thin out those they might find undesirable. Its that practice that made it a long running part of fiction for someone disliked to 'get out of town' for a while when things start getting tense, lest they get something pinned on them.

It's still used in a sense these days except its to shame you for not making a cake for a troon or saying the wrong word.
