Further on in the thread there's this:

Other mods said that it was talked about in the hidden forums for a long time, most said ban some said no, etc. and that's why it only happened now and not back in May. Jeff's post says it was all his decision, "the idea of a vote is absurd."
I spent too much time on this but it reveals some behind the scenes shit about mods and admins [that everyone already knew].
