So, you know that comment I made in reply to @Null yesterday? It's time I explained that, You know around the time Phil had accommodation and pretended he was homeless? Around that time he was supposed to have gotten a windfall in the terms of an SSDI back payment someplace north of $9000 we all assumed he blew on fast food and shitty tattoos?
Well there is a good chance that he got that money or a significant portion of it not from the good people oCalifornia's generous welfare programs, but from his own mentally handicapped brother Nick.
But wait, Miller! isn't Phil's brother far less functional that Phil and confined to a wheelchair is completely nonverbal and lives in an undisclosed location somewhere in New Jersy? and I'd reply Yes my Kiwilouda you'd be right.
Phil's family surname is Delici, according to my research there is under 200 people in the whole of the United States of America and no less than 120 either (the higher number might not account for recent deaths). The current population according to official sources is - 318000000 (Three hundred and eighteen million) now being generous and let's say that the 200 number is accurate (it's most likely not and we know at least 3 people who have that name Angelo, Phil and Nick) so out of those 318 million people 200 of them have the surname Delici.
That is a wopping 0.00006289308176100629% of the population of America with that name.
So that's still pretty flimsy evidence right? so that's roughly 1.8 Delici's per state if they were evenly distributed and they are not the vast majority of them are centred in NY and NJ and very few elsewhere especially when you head towards California.
So are you with me so far? Good, this is where it get's less based on fuzzy population statistics.

Well it just so happens that this number is based in Emeryville California! and where does that happen to be?
Oh it only happens to be a walk of less than a mile from Phil's address!
Now I would just like to point something out here, since I started digging into Phils background and family I have always wondered what has happened to Nick. He has absolutely zero presence as you would expect of somebody in his condition, no work, no social media, no nothing. The only traces that exist in the world are Phil himself, angelo's letters to the editor and the addresses he's lived at with Phils mum then nothing after 2012 / 2013 and he is also the only person with that name in the WHOLE OF THE UNITED STATES.
Now just for the sake of accuracy let's assume that there was TWO people with the same name alive in the USA a whole two people with that name it is not only 1% of the whole Delechi population of the USA it is an astronomically tiny percentage of the whole population of the USA, you would have a higher likely hood of dying while getting a blow job from Keira Knightley, while winning two lotteries, wearing a pair of green spandex crotchless pants and getting hit and killed by a meteor the size of a pug's head.
Now combine that astronomically good luck, with Phil liking to think he can game the system and having a lot of money to spend at one point his tendency to want instant gratification with his ability to skip out on any debts he already owes (and currently he has a few phone contracts and some other credit he needs to service and hasn't) according to a source that wishes to remain anonymous his score is in the 400 range i.e. bad and will exclude him from traditional lines of credit but not totally.
I honestly wouldn't put it past him getting credit in his brothers name - he has always been events of the attention he less able brother received when he growing up, his mother had a few dings herself for various things and it's in his eye's a victimless crime (i.e. banks are only getting hurt, my brother can be proven that he's not liable, etc).
TL;DR I FIRMLY believe that Phil used his brother's name to get or at the very least try and get a line of credit, and he most likely did because he was rather free with the cash for part of the time he had that confirmed address in Oakland.
