The longer this takes, the more likely high-explosive is gonna be the solution....
When the tanker Torrey Canyon ran aground off of Cornwall in 1967, a time in which modern oil spill-response had yet to be developed, the "cheapest" solution was to burn the wreck and the RAF and Royal Navy Fleet Air Arm just napalmed it until she broke up and sank....
If this goes on much longer, the "cheap" solution is going to be demo charges and pushing the blown-off chunks up on to land to scrap to get traffic flowing again...
