Yeah, it's legal, since people's names do change sometimes for legitimate (i.e. non-evasive) reasons. A woman who owns real property on her own and then gets married, for instance -- her legal name changes but although her property is deeded to her original name, she still legally owns the property. In fact I don't think there's even a need (in legal terms) to ever change the name on the deed.
Having said that, it's definitely also used to scam for credit and foil background checks. It usually doesn't work -- it relies entirely on credit bureaus and background checking companies screwing up and not tracking the name change -- but occasionally it does.
In Yaniv's case, he did it to shed the permanently awful reputation associated with his real name. He changed it to "Jessica Simpson" specifically because that's also the name of a pop star, so searching for him by his new name won't lead to sites like this that document his shitty behavior, but rather the usual staple of vapid articles about pop culture. With "deadnaming" being such a verboten practice, there aren't many articles that mention both his real name and his vanity name, so he's mostly invisible on the search engines.
I just find it strange that he's changed his name on his birth certificate, passport, and I'd imagine his driving licence etc yet something as important as owning property is skipped on by. I don't know the Canadian credit check system so just wondered if this was another way of him trying to scam/con the system in some way.
Thankfully many sites are now quoting both his name change alongside his old name eg "Jessica Yaniv (whose legal name is Jessica Simpson)" ... "Jessica Yaniv Simpson" even brings up his Twitter page in Google search (3rd in the results after "Wikipedia" and "TrustedNerd is a Pedophile (Jessica Yaniv) @OnCreeping"... even his own Instagram page is 5th in the search results
so he'll never completely disappear."trustednerd" is as toxic as jonathan yaniv, jessica yaniv, jessica simpson, jessica yaniv simpson... even trying to change his "business" name to JS Simpson Group didn't work out.

provide that owner or tenant with information or documents relating to the lawsuit,
including any legal opinions kept by the strata corporation under s. 35(2)(h) of SPA.
I don't know if that can provide cover for the strata in this case, but it will be interesting to read any legal decision on this case.

It is really unlikely a small claims court could compel the strata to do anything. For most things in small claims court CANNOT compel action, only set restitution., plus there is a special tribunal set up for these disputes which is NOT small claims court, so this will most likely be dismissed. It is completely filed in the wrong venue.
Unfortunately, he's probably going to get between 1000-9000 from each party on the town of langley lawsuit, as the Judge did not disimss the case and it is cheaper to settle for less than 10G than go to trial, pay experts, witnesses, court appearances for motions/hearings etc so it is more cost effective for the municipality/agency.
ETA the reason he added more parties is because he knows this.
