I assume there's no concrete proof of him committing any crimes. The cops have already investigated his site quite a bit, I can't imagine they wouldn't have looked into him. Cannibal Cafe was shut down after the user Armin Meiwes was arrested, by the way. Dolcettgirls is the site Perro Loco currently owns.

Edit: PL claims Armin Meiwes actually found his victim on some yahoo group.
