I would agree, but it looks too deliberate. There doesn't seem to be weird blush on her head, just on her cheeks and almost down to the jaw. The makeup doesn't appear present on her nose, though there could be makeup in other spots.
It could also be a rash. Luna’s had them off and on before.
She's been on hospice since about 6 months old. For some reason the last chaplain up and quit her job. So shes been fighting for a new one with music experience. Probably so she can throw it off as music therapy like the last one.
