The harrier was purchased because it was theorized that the US would need to use pocket carriers and improvised airstrips against the Soviets is WW3 happened in Europe. We ditched the A-4, which had itself be relegated to smaller WW2 era carriers that couldn't sustain A-7's and A-6's halfway through Vietnam, and replaced the older carriers with LHAs, that didn't have catapults or arresting wires and were mainly meant to live as helicopter carriers. The Falklands War made it look like a harrier carrier could self sustain in a low intensity armed conflict, so the Pentagon went all in on the purchase, when i reality they should have just went with just enough for every LHA to get a 4 plane detachment instead of a full reinforced squadron, because in reality, the US never deploys so fast that we'd be out of the range of an actual Carrier Air Wing or the support of atleast that theater's entire compliment of Air Force assets.
The other reason is the Marines still think fucking Wake Island is gonna happen again, just like a dog that finds a piece of ham on the sidewalk during its walkies, and then inspects that exact spot everytime it sees it for the rest of its life because "hey, it happened once"
