Anything can be used to groom victims. It's not specific to lolicon or even normal vanilla porn, which can and has been used to groom victims and probably more commonly than lolicon. If an abuser uses porn to groom a victim, does that mean the artist is responsible? No. The groomer is the one who is responsible.
