These substances are made to mimic the effects of illegal drugs and are usually more dangerous than the product that they're mimicking. I heard somewhere that at least 20 - 30 new designer drugs are created every year. And not only that, but there's no way for the authorities to track and shut them down either, because it's impossible. So they basically thrive as a grey market bootleg industry. In fact, back in 2010 I remember smoke shops were filled with synthetic marijuana (or spice).
But as for it's effectiveness, for the illicit substances, such as meth, it seems to have worked for the most part because now you can't even buy sudafed without ending up on a watchlist somewhere. There are also many endangered strains of marijuana due to crackdowns. But is the price worth it?
