Are we sure that's the same Troop 114? Troop numbers do get reused. Also, Budday's pretty infamous. I wonder if he was in that Troop before he got exposed and then got kicked out.

I'm going to hedge my bets and say that the shirt is from when he was a kid. In my experience, from when I was in the scouts, people don't stay on with a troop after they turn 18. Usually it's exclusively dads who run things. That being said, nothing in the rules explicitly say that you have to be a dad, and I am aware of at least a few people who stayed on after they aged out, so maybe Budday was one of them.
