It reminds me a lot of Chloe Sagal who fantasized about establishing a collective 'trans-artist' house/commune (laZorra Jr???) where they wouldn't have to worry about (ie pay) rent - presumably from some sort of nebulous "funding" from government aid.

Sure, there is economic theory that incorporated UBI as social support, but that's not what we have here.
Given the context of these guys (troon or other token-communist - often both) ,it's pretty clear form their personal aspirations that they aren't thinking in terms of any sort of social policy at all. It's an extension of the fantasy that, by virtue of their innate talent/uniqueness/awesomeness they are entitled to a special position where society will support them because just being them, or their hobbies, is a critical contribution .
The division of labor they assume always put them in cushy positions.
