Most likely she would only look slightly too casual, hard to say without seeing the bottom. If she is wearing something like nice office pants or pencil skirt with high heels, not even that. There some churches that do expect females dress modestly in dresses or skirts but I highly doubt any of them would really care if a female wedding guest is in business casual. Basically she thinks she deserves ass pats for looking very slightly unusual but not controversial the slightest.

Yes, I know these churches exist but from my experience the expectations to church members and guests, especially in situations like weddings, are different. No matter how fundamentalist everyone knows that expecting non-believers to follow rules they might not know about 100 % is unreasonable. As long as guests are dressed in generally modest and formal manner nobody will care.
