Why would Chris waste the time getting the frames, unless he found some in the hoard? He could send the photos sandwiched in between two pieces of cardboard and still get $50 for them.

To be fair, that frame is the only thing with any actual resale value in that package.
It's probably pretty smart business for Chris, the frame probably costs $5 max from a discount store, but he'd be pushing it if he asked for $30 for that 8x5 without it.
