Twitter(◡‿◡✿) is more dumblr than dumblr is at this point- will there be a Twitter(◡‿◡✿) subforum? That site is filled with clowns like Puppychan and Quantam Kitty, not to mention all the tumblr trends like xenogenders,MAPS, and otherkin have moved to that site.

Literally every lolcows this site covers uses or used Twitter. It would be too broad of a topic.

The topic is too broad and the amount of boards you could argue moving over would be too great. It's an idea for Twitter focused twats, but by now there's better functioning categories to divide them into. It's also better to divide people by what they do, rather than where they operate.

People based only on twitter don't make good lolcows. They need to be doing something more than just posting on twitter. People make threads all the time that can be summed up in one sentence as "retard that says dumb shit on twitter." These threads always get spergatoried because they're uninteresting and half the time are just personal army requests from someone who had a spat with them because they're as terminally online as the person they're making a thread on. If they do something else, focus on that. If twitter posts are all you have on them, they're not worth making a thread about.
