Turns out the buddy in that picture ordered too many and there wasnt enough interest. When I went into the store to preorder my Dominion the line was 9 people, which I didn't think was 2 bad actually. Actually, coming back to this -- Didn't they literally include paint schemes that give special stat bonuses in the Dwarf-Jew-Zeppelin faction of AoS? We're not that far off, but they do seem to have backed off on it.
At least, we haven't had any incidences of something like "I'm choosing to may my homebrew Marines Chapter as Dark Angels" -> "No, you can't do that because they're not Dark Angels, so you have to play them as a successor chapter with the build-your-own-chapter rules." That I know of.

Yes, it is absolutely at the point we can get GW quality models. The sticking point is there's not a lot of 3D modelers and GW is currently targeting people who make anything even remotely close to GW stuff. They even had a job posting a few weeks back for an intern who will be infiltrating 3D Modeling communities and reporting what they find to GW legal.
This is something that will solve itself eventually. Even faster if someone at GW leaks the official GW STL files, which absolutely will happen someday.
Well those color schemes represents specific fleets, chapters, armies, etc. You can paint your armies whatever color you like, but if you paint a chapter of Salamanders, complete with onyx black skin and red eyes, and then say that they are Ultramarines, then it is clear that you are trying to powergame then play with what you have.
