If any of them are roughly in the grade 3 to grade 5 range (or younger, if they already have decent reading skills), I enjoyed TV Ontario's Read All About It when I was a little kid.

Plus, of course, classic pre-Elmo Sesame Street.

We bought a VCR and a bunch of used children's VHS tapes from the 80s-90s and let the kiddo have that.

If that sounds like too much of a pain in the butt, may I suggest finding Unico/Black Jack on Amazon Prime and watchlisting a bunch of the old anime like that, Kimba the Lion, Astroboy, etc. (because it's free and super trippy).

I also recommend the following:

Animaniacs was made available for streaming a while back, although I don't know if it's still on there, or how badly they edited the original to cut out the 'no longer PC' parts.

Edit: I have no idea how you would get it, but I feel like Doug should get a mention too.

Your best bet would be 90s cartoons like TMNT, Animaniacs, Tiny Toons, Dexter's Laboratory, or the Powerpuff Girls. If none of those sound good you could try some shonen anime like DBZ or Bleach.
