What Gisney Movie Was This? -

I was in a doctor's office once as a kid and they had this movie playing in the lobby. It was a Gisney Movie. It was about this woman being chased though a submarine and simultaneously in winter streets of some Euro town. Girl with red-ish hair was the main. Not a princess movie. Military winter esthetic. The problem I'm having is I also remember a number of seance where they were almost drowning and underwater, but I'm pretty sure it's all the same movie. Any ideas what it could be, thanks?
