What should people do when members of their communities misbehave? - not all black guys are George Floyd, not all white guys are Stephen Paddock

What do you think people should do when a member of their "group" misbehaves? No wheat wants to be lumped in with the chaff, but loudly disavowing the bad behavior of your peers can have naaasty consequences in some communities. Some groups like gypsies will excommunicate those who speak up and some groups like radical muslims may even resort to murder.

You kids these days have it too easy with your "justice systems." Back in my day we used to burn people at the stake when we thought they were witches, but you never heard us complain because that's just the way it was and we liked it that way.

Said individuals are then forced at gunpoint to dig two graves, whereupon they are forced to choose two family members to be tied up and buried alive. If they choose no-one then their whole family is shot brown-bread. Either way the offender is told he’ll be kept alive.

Then, when the snivelling hysterical offender is patting down the last loose peat of his impromptu familial burials, he gets unexpectedly shot dead.

It seems to work effectively in Scunthorpe, anyways.

But what happens when the metaphorical town is full of people intent on promoting bad behavior and it's the ones who speak up who get shamed? That's the issue.

Define "misbehaves".
Some communities would consider not mugging someone to be bad behavior.

Behavior that hurts the country as a whole. Mugging counts as bad behavior even if some groups encourage it.

You don't punish them. You make use of them. A person who makes counterfeit money ruins his community. The same person can be used to make fake passports to help people escape a murderous regime.

But then, what if the government itself is corrupt? It's hard to blame African American slaves for seeking freedom when they were legally property, for instance. I'm sure there's other examples of behavior most people would consider acceptable lawbreaking.

Concerning people doing shit in your backyard that is stupid and mildly unexpected, but not wholly unexpected. "Hoe your own row and raise your own babies. Smoke your own smoke and grow your own daisies. Mend your own fences and own your own crazy. Mind your own biscuits and life will be gravy."
There will always be crazy people around you, doing really stupid shit. Unless what you know involves children or animals being abused, leave it well alone.
