What's That One Song Called? - thread for helping fellow kiwis identify songs

My dearest fellow Kiwis, I'd like to ask for your help in identifying a song for me. This is one of those fancypants techno\trance\dance\remix thingamajigs that were so popular in europe during the late '90s\early 2000s. I remember it being blasted through the radios a lot around 2000-2001, and while I could never catch the title of it, it's a pretty nostalgic tune for me. The part I remember is this sampled melody played on an instrument that sounded like a very soft sounding clean electric guitar (might've been a lap steel). I've managed to record it with Audacity, but Audiggle seems to be down for maintenance, and Midomi just doesn't want to cooperate, so I'd kindly ask you to use your keen ears and help me out if you recognize this jingle.

Now this song definitely was on the tip of my tongue once I heard what you were playing. The tune comes in half way through the song. Had to jog my memory and think of the big people of that time, and go through the list of them till I tracked it down.

Only one I can think of that you are talking about. Hope that helps.

No problem! That's a tune that I haven't heard in ages but knew I had heard many times before in the past. Some tunes you oddly never forget.

I don't have a piano handy given it's a bit late in the evening, but I have a song I've been trying to find for ages now and I just can't.

Pre-2000s, post-60s: sorry I'm no good with dates but that's all I can say.
Very fast-paced, has a constant riff on what I think is either a synth or some sort of very mechanical saxophone. There are frequent segments where a brass section plays over the riff.
There are lyrics, but the singing is incredibly fast-paced and deep/breathy.
Near the end of the song (at least in the version I heard) there are the sounds of fast cars passing by.

If nobody can work it out from this, I can wait until I have a way to record the riff.

I heard it sometime in the early 2000s and it was on Q101 before said station started sucking. I can't remember anything about it after this long except for a couple of lines in what I'm pretty sure was the chorus: "I'm guilty...and you're guilty too!"

I've first heard this song in some DBZ\GT AMV circa 2001, and I belive it was probably the ending them of some late '90s\ early '00s anime series, possibly an OVA The singer had a very mellow tone similar to Arai Akino, whom you might be familiar with through Hiru no Tsuki, the ending theme of Outlaw Star. Unfortunately back then my Japanese was pretty much nonexistent, so I can't rely on searching on it based on lyrics, but I've managed to record what I could remember played on the guitar using Audacity.
