Deviant Art because bad fetish art can always give you a few giggles.
True, politics isn't that funny. Though the DAdiots like Tyler Bowie and the Loud House fanbase is fucking funny. Oh yeah, and the "depressed" users there too. LOL.
I feel like Twitter can only circumstantially be funny on accident, like when someone is sperging out, but it requires some sort of outside catalyst to assist it along. However DA is more organically funny, because you have a bunch of weirdos who are all just innocuously eccentric, while not being political.
Also everyone on Twitter more or less follows the same type of thinking where they all seem to want to conform in a certain way to think and behave like each other. While DA has a wider variety of weirdos who are all more unique in the ways they are weird and allows them to be more creative.
So I would say DA is probably funnier.

Twitter has a very, very, very small number of accounts with people that say entertaining things. The rest of it is just a vast hellscape of unfunny, depressing garbage.
Deviantart. It's only on sites like DA where you can find ten or twenty autists who have a really bizarre fetish like shoving fingers in USB ports and make hundreds upon hundreds of copy/paste crappy MS Paint art of their favourite characters fulfilling their sexual desires.

Twitter, on the other hand, is depressing and miserable, like a church in Puritan New England that's had all its doors and windows barricaded, and inside, the miserable, pinch-faced parishioners sit, huddled and cold and dead to everything in the world except their fat old preacher, shouting that the Day of Judgement is at hand.
