What's the general time frame until posting in an inactive thread is considered bumping or necro-ing? Is it a week? A month? Somewhere in between?

There have been some threads where I think, "Hey, I could probably contribute something good to this thread," but the last post was made a week before I read it, and I don't want to bump any threads that deserved to die or anything.

Some topics like "Funny Chris pictures/videos" are timeless and you shouldn't feel bad for bumping them, but it's pointless to bump a thread about a specific happening from a month ago if all you have to contribute is your opinion on it. It's different if you have new information or content relating to it.
Again, it differs by subforum, imo you should bump singular Lolcow threads to your heart's content, but think twice whether to reply to a Two-month old post about a Chris facebook update.

Got to concur with the above about bumping for content but not for commentary. For me, the threshold is about two weeks.

I'd argue that it's when you post nothing useful or otherwise shitpost after a long period of time. It's never a necro if it (in theory) would add to the existing discussion.

Of course, if everyone else in the thread died and you're reviving discussion...
