Nope. This is a snippet from 7zip. Think of a forum laid out like this, but plus icons used for expanding menus that lead you to different threads and topics. It barely has a UI. Any more basic and you'd be navigating it with a command prompt. IIRC @AnOminous said it was designed this way to keep laymen/normies from wanting/being able to use the site.
