You can stumble across one by complete accident. Good place to start is where discussions go on. Forums and comment sections are perfect places to find a potential lolcow.

If you want to start your own cow threads, my suggestion to you would be to pick a few existing threads and just update the community on what's new with each cow - there's a lot of threads here with tons of potential but that don't get enough updates. While doing that, it's inevitable you'll find more content from people who still aren't featured on the Farms and you may want to OP them.
Also, Incognitube plays an infinite number of YouTube videos with low view counts and it's uncovered a whole of content that went to achieve "cult" status on the Internet with their own communities around it. (actually there was a better site that did this but I can't seem to find it)

I found Andrea Borman there - she hasn't been featured on Kiwifarms, she has got a tiny netbook with Windows 8 on it and always tries to put old computer programs on it and make them run on Windows 8 (for example, Office 97 on Windows 8 as it seems she doesn't want to upgrade to a newer operating system - she's got 7 and Vista if I remember correctly and rather longs for very old programs.
She gets a kick out of being banned from forums and has talked (well, whispered) extensively about the shi'a Islamist political party and militant group based in Lebanon, Hezbollah where she claims to either be or have been a girlfriend to one of the guys there.

I don’t think there’s a singular place where you’ll find lolcows with ease. I found my biggest catch before discovering this website in a chat for furry guitarists, not knowing that I had run into tier one autism. I’ve met people worthy of it on a forum I used to frequent, and I probably could make a thread on the guy with all the drama he stirred in a forum RPG if I really felt like seeing where he is now.
My friends found one of our favorite personal ones on Newgrounds, just browsing.
Pretty much, just look at any social media and you’ll be able to find the good ones if you look hard enough. That is, if you’re not grasping at nothing when you look for stuff when you can’t find shit worth a thread. I’ve seen so much of that everywhere, just a bunch of weens not knowing what autism is worth documenting and laughing at and what autism should be laughed at passively without making a huge deal out of it. They also typically get involved as the “le epiik troll” wannabes they are. Just look for people like that and you’ll also find people worth threads, now that I mention it.
