The name looks like "Mark Wayne Stedman"? Not sure about the last name but pretty sure about the first two. Maybe it is Def Leopard?

ETA: @Piss Clam's link expired but the ebay listing didn't have anything to add. Literally put the artist as "unknown" lmfao. Etsy has a listing but besides dubiously saying it was made in the 60s it had nothing to add. Even googling the name or item numbers only pulls up ebay/etsy. Both this thread and the ebay ask thread pulled Mark Wayne S[unintelligible] from the chicken scratch, but I can't confirm who worked for Turner since they were essentially a puppymill for paintings. For all I know this was Marks only work before becoming the Zodiac Killer.
Here's the biggest source of info on turner I could find on the first page of Google.
Just pooling the info together for future researchers.
