Why can't Phil tell the difference between a street sign and a gender? -

Seriously, every few days I see him post another "gender of the day" and it inevitably winds up being yet another street sign written in poorly translated spanish.

I know that boys' brain is addled, but is he actually so bad that he doesn't understand the difference between traffic signs and gender?
