Like the Krewe of Zulu for instance: a historically significant, 100% black organized mardi gras krewe from top to bottom who has a history of using blackface because it's tradition. They were originally a working class organization and the founding members found it cheaper and easier to use face paint rather than wear the elaborate masks that are more commonly used by the different krewes. White people march with them in makeup as well, but the vast majority of participants are black, and all the leadership is black and always has been. Why should white people argue with a 100% black organization that celebrates the group's history and honors their blue collar origins by doing something that they've been doing forever and have a legitimate reason behind it? A few years back, a woman was honored with a coveted title for that years Zulu parade who was white, and she posted a picture on her Instagram in full makeup and costume and got some flak for it by online bully, wannabe activist types who had zero appreciation or knowledge of the illustrious black led organization. They all got told to fuck off by black civic and religious leaders in the city who told them not to start shit about something they're ignorant about.

Not exclusively but its obv used when trying to sound black due to the fact that majority of black people live in the south. Ironically rednecks and black people have almost entirely the same dialect with a few small differences in slang.
