So the French developed a Missile for the American F-35s that uses a Air to Air Missile with a throttlable scramjet engine. Why use them at all? Aren’t solid propellant missiles far cheaper and as effective?

It's more efficient at super and hypersonic speeds, which in theory increases the range and accuracy of the missile.
What you don't understand is that when a missile is flying at over mach 2.5, the compressed air drag will be significant in seeping away it's kinetic energy. This is why the AIM-120 will climb to a certain height in it's travel to destroy a target because it will lose energy as the drag increases with speed if it stayed level. Scramjets are used because you need constant thrust to maintain this speed at mach 4.5. They also don't work the same as turbine engines because the extreme speed allows the air to be compressed at the inlet negating the need for turbine blades.
What you could do with cold war era solid propellant missiles as a fighter pilot is that you could constantly turn your aircraft and each turn would apply drag on a flying object such as a missile. Do this enough times and you will eventually defeat the missile as it has spent so much energy in following you.
