Why was the wheel not used by New Worlders? -

Ancient mexicans made toys and trinkets with wheels but larger applications were never realized because the Indians had no pack animals and bison were never domesticated.
None of the cultures in the western hemisphere had the wheel. They had advanced agriculture, like turning a tall grass into modern corn and harvesting potatoes and tomatoes. This revolutionized food from Ireland to Italy.
Indians didn't have overcrowding issues like in Europe and fish were much more plentiful in the pristine rivers than the polluted waters of Europe. Canoes and boats were a lot easier to make and could move more goods and people than any wheeled vehicle. Boats were also easier to repair than a broken wheel.
To answer your question they just didn't need wheels and necessity is the mother of invention.
