This cow is a really odd one to wrap your head around. Aside from his verified Twitter account he's very similar to Sean Miller or even SolidMario to some extent, it's very hard to tell how much of his bullshit he believes and how much he's just saying purely for attention. It's not hard to tell that he's at least some degree of legitimately mentally unstable however, given the sheer amount of drama and lies he's been implicated in.
Brad first garnered attention as a mostly unknown YouTube vlogger on a channel that was wiped long before we got to it. No reuploads to his channel are known to exist (aside from one in a news article I'll link later) but based off places they've been discussed they were generally poorly received. In one of the stranger bits of drama surrounding him the internet celebrity Jenna Marbles discovered some videos he made creeping on her and left a comment rightfully angry about Billy being a creepy weirdo, and her boyfriend allegedly broke up with her over this. He's had no further contact with either of them.

He's claimed at different points in time to be a guest on shows like Celebrity Big Brother and I'm a Celebrity, Get Me Out of Here. Despite somehow fooling minor news outlets fans of those shows were quick to realize he was full of shit and discussion of him happens on different forums to predictable results. He has never been on a reality TV show.
He was even called out by Scotty T, winner of Celebrity Big Brother 2016.
This would not be the last celebrity who's rightfully pointed out that he's a weird and obsessive shithead. He's previously been shat on by Demi Lovato, Cara Delevinge, and fellow lolcow Tila Tequila. Also in the above article you'll notice that he claimed Miley Cyrus took his virginity in his weird autism voice. That voice of his is his attempt at doing an American accent, an anon on Pastebin figured out that Brad hosted some deleted website under the name Matt Jacobs, and @zedkissed60 and @Ride tracked down the dox further for me to figure out that Brad is not actually Matt but his brother, William. He used to sperg out constantly on Twitter, but given how much of an attention whore he is it's hard to tell what he's just saying to draw eyes on him (like the rights of nonbinary animals). He actually wiped his Twitter and deleted the personal Facebook within hours of the original thread (broken images btw) going up so he confirmed the dox like a very smart boy.
So that's where we're at rn. His Twitter is gone at least for the moment, and his family's Facebook accounts are on lockdown. I expect him to come back eventually, but if you want some content in the meantime, you can always check out his Soundcloud where he forgot to delete some of his shitty rap music, or watch this terrible quality video of him getting cut off on TMZ because he was talking about Justin Bieber or something:
