I would have to do a bad if such a law was attempted to be made reality. Speed racer, dragonball (Z), and the sonic the hedgehog movie on VHS were the shit when I was a kid, and I still occasionally watch them or clips of them whenever I feel the urge. There's also a lot of newer cool I'd miss out on if such a law were to ever pass.
The definition of "japanese cartoon" gets real blurry when you realize a lot of animation studios from like maybe the 60s to the 2000s or so outsourced to japanese studios which also in turn partially outsourced to korean studios. Nowadays western cartoons are just a motion tweened blobfaced beanmouth nightmare most of the time, and the animation quality has clearly taken a nosedive, which makes me wonder where the shits being sourced out to these days.
