For real though, you'd have to brutally murder everyone in power in the CCP, at least the figureheads, then setup a puppet dictator or party to gradually turn it into a democracy. You could reveal things the CCP has done and tried to cover up to turn Chinese opinion against them, but that would be too slow as the Chinese are fiercely loyal and nationalist.
It seems near impossible at this point, unless the CCP makes the mistake that the Soviet Union did, of having the wrong types of leaders as times change.

Now I'm no military expert or anything so this might sound dumb, but I'd think carpet bombing them to hell should work well enough. I know it sounds harsh but I'd rather just wipe them off the face of the earth and not risk retaliation. After the bombings I suppose it would be only efficient to send in an overwhelming force of soldiers and artillery and systematically massacre any survivors.

Cheapest/least risky route IMO would be a mix of embargos, trade fuckery, and straight up sabotage of its infrastructure and economy by whatever remote means can be used. Fuck their economy up enough that the masses start getting angry, keep rattling their cage by holding military excercises on their doorstep and force them to throw more precious funds at their military and to get the leadership into a panicked enough mindset that any low level dissent or protest might trigger massively disproportionate retribution, and then sit back and wait for the inevitable to happen

If I were given the means and the mission I would spend several years heading task-force to develop a stuxnet on steroids which would be used to target and paralyze both civilian and military infrastructure. Nothing would be off-limits. Water and power, dams, nuclear installations would all either be sent haywire or be held hostage. I can't imagine what a billion and a half people without necessities would do once the larder runs dry but I imagine it wouldn't be pretty.
