That's definitely Parkinson's - my grandma suffered with it for a long time before she died and she had similar mannerisms to Barb. If she also happens to be developing Dementia then there's a good chance she'll start acting as a child again depending on how the disorder affects her - meaning there'll be two adult babies living in 14 Branchland Court somewhere in the future.

Now that is a truly horrifying thought.
