I think that simplifies things too much. There was a mix of people on the "anime = Japan" thing and I admit to (still) being one of them, but it has nothing to do with "Japan Ichiban" or whatever the hell you want to assume about Japanese superiority (although there are people like that). I say "anime=Japan" because we started using "anime" to replace "Japanimation" (because it was deemed offensive) to be "animation FROM Japan". The quality thing became more of an issue when TokyoPop did their ill-fated "Rising Stars of Manga" (which was actually a good idea in my opinion) that led to people saying a bunch of rando amateurs are not real mangaka and wanting to make a Naruto ripoff doesn't make you an anime professional.It's definitely an outdated remnant of the 2000s where teenagers and fans were overwhelmed with the idea that animation is a legitimate form of entertainment and art, yet were so convinced that only Japan was able to make such media only it just so happened to come from Japan.
In Japanese, "anime" ultimately means "animation" so it is not entirely false to say Disney or Pixar stuff is "anime". But colloquially, "anime" means animation from Japan and I prefer it be used that way (altho I don't really care a whole lot if it isn't). There are a few edge cases that make it exceptionally useful in that sense to draw a distinction for example between the Powerpuff Girls cartoon and the Powerpuff Girls anime.
