Hes not a student in any public school or university so it literally doesnt apply to him.
The executive order basically says Title IX protections dont apply to transgender students so it only applies to students in public schools and universities. It also doesnt really mean anything since the Grimm case is pretty much going to decide this issue anyway. And no matter which way the Supreme court rules the transgender bathroom issue in general settings outside of schools is still going to be up to the states to decide.
