By Jerkops he means security guards, I guarantee you he acts timid and cooperative around actual cops, there's a big difference between the two.

No. He's resisted arrest before. Jerkops refers to both security and actual police officers. Chris is full of contempt and loathing for any authority figure because they won't allow him to loiter, solicit women, vandalize property, trespass, or do any of the numerous other childish, uncivil things Chris feels entitled to do.
